Sticker on Window of senior drivers?

I keep seeing this sticker on the rear windows of cars, mostly of drivers who look to be senior citizens. It's round, and it looks either like a blue hat with large glasses beneath it, or a car under a cover with 2 wheels. It's driving me nuts, does anyone know what it is?

My grandparents have a sticker on their car window similar to this. Grandpa has skin cancer and Grandma has Lupus. Both of these diseases require them to stay out of the sun.

They have a permit from their doctor that allows them to have their cars windows tinted very dark. This sticker alerts the police to this fact so they don't get a ticket for the dark window tint, which is illegal on the front side windows in Missouri.
