What is a non-conforming home/duplex?

When something is non-conforming-it means that improvements were made without the proper permits,inspection's or variances and are violations of the building and use code.If that duplex was created from a single family residence without proper permission it would be a violation. Officials could levy fines and force you to convert it back to its original use, In my city they are cracking down on basement apartments which are illegal here, The fine is like 5 grand and if you are caught renting it out all rent paid must be refunded and the tenant must be relocated. A sure sign of something non-conforming is shared utilities. The power company needs a permit to add service which requires an inspection and that is a stumbling point for people doing illegal conversions.
