Should I buy a complete set of golf clubs or individual clubs?

I am a beginning golfer that really needs new clubs and was wondering whether I should buy a cheap complete set or individual clubs. I was also wondering if I should buy this set that I have been looking at?

It would not the worst set to start out with. The only thing is that a limited amount of club selection. There is big gap in the mid range and at the bottom.
